In brief. This is the live competition at the boundary — where the Independence Doctrine stops being a historical pattern and becomes a contest you can watch. Faced with autonomous agents, the incumbents didn’t adopt Bitcoin’s properties; they shipped parallel agent rails that keep their own — identity-bound wallets, freeze-capable issuers, regulated processors. That isn’t a refutation of the doctrine; it’s its prediction on schedule. The fight isn’t Lightning-versus-another-rail — several incumbents happily use Lightning — but the asset and the trust model, where the two stacks stay opposite. The two-toolkit moment

Within ninety days, two production agent-payment stacks shipped using the same HTTP status code and architecturally opposite substrates underneath it.

The first settles in Bitcoin over Lightning. An agent requests a paid resource; the server answers HTTP 402 Payment Required with a Lightning invoice; the agent pays; the agent retries with cryptographic proof; access is granted. The protocol is L402. Trust is cryptographic — the payment proves itself, and no one is asked for permission. (The Bitcoin-side toolkit and the competing stack are both named, dated, and tracked in Field Notes; this surface stays at the level of the contest, not the changelog.)

The second settles in a regulated dollar stablecoin on a corporate-backed chain. Same flow, same 402, same retry-with-proof. The protocol is x402. But trust is intermediated by a stack of regulated entities — a wallet provider, a stablecoin issuer, a payment processor — each of whom retains the power to freeze, decline, or reverse.

Same status code. Two substrates. The Independence Doctrine names the structural shape — two roads, narrow bridges, architectures distinct. The border skirmishes are what happens on that boundary, now that both roads are paved and carrying traffic.


The fight is on the asset, not the rail

The easy misreading of this contest is that it is a fight between Lightning and everything else. It is not. Several of the strongest entries in the incumbent stack are perfectly willing to use Bitcoin’s rails where they are faster or cheaper. What they will not give up is the asset and the trust model layered on top.

The clearest tell is a stablecoin running natively on Lightning. The rail-side properties are excellent — Lightning’s fees, settlement times, and routing. The asset-side properties are unchanged: a dollar token still inherits its issuer’s freeze surface no matter how good the rail beneath it is. The bridge changes the rail; it does not change the asset. For an agent managing treasury against adversarial action, censorship-resistance is satisfied or not at the asset layer — and an issuer-controlled stablecoin does not satisfy it, however it travels.

The proof case is the entry closest to the substrate. A Lightning-native company — Bitcoin-credentialed, led by veterans of the payments industry — built agent payment features on Lightning rails and still chose dollar and stablecoin denomination, card-network reach, and an issuer-controlled trust model. That a team this close to Bitcoin still chose the freezable asset is the cleanest operational instance of the pattern the doctrine names: the substrate choice is about the asset and the trust model, not the rail. When even the Lightning-native builder reaches for the issuer-controlled dollar, the contest’s real axis is no longer in doubt.


The combatants, as types

Treated as types rather than a product roster — the named instances, version numbers, customer lists, and transaction figures live in Field Notes, which is where moving numbers belong — the incumbent stack fields a few recognizable shapes:

The pattern holds across every type: the crypto rail the incumbents standardize on is Ethereum and stablecoins, not Bitcoin. They are not adapting toward Bitcoin’s properties. They are re-implementing their own.

One honest concession, owed in the honest-middle register. The gas-free-micropayment entry genuinely targets sub-cent economics — the constraint on which stablecoins historically broke down. If it delivers, the competing stack narrows the micropayment gap on its payments leg, and the acknowledgment is owed: it is improving on the axis where it was weakest.

It is worth being precise about how it buys that improvement, because the method is the critique. The gas-free economics come from settling on a purpose-built chain (Circle’s Arc) rather than on Ethereum — and that chain reaches sub-cent finality the way permissioned systems do: a small, known validator set running a Tendermint-class BFT protocol to deterministic, no-reorg finality, with fees denominated in the issuer’s own stablecoin and routed to a chain treasury the issuer governs. That is closer in shape to a permissioned distributed database with a settlement token than to an open, permissionless network. The cheapness is real — but it is bought by removing permissionlessness, not by solving for it.

So count the trade-offs the design accepts. A permissioned validator set is a censorship surface at the rail layer — who validates is decided, so who may transact can be decided — stacked on top of the freeze surface the dollar token already carries at the asset layer. Finality is fast because a supermajority of a curated set says so, not because anyone can join the set and check the work; the security rests on the honesty and continuity of named validators rather than on open, costly proof. And the rail’s economics accrue to the issuer by construction. None of this touches permissionless self-custody or censorship-resistance: the dollar token remains issuer-controlled and freezable no matter how cheap the transfer becomes, and now the chain beneath it is gated too. The honest reading is that the entry narrows the price-and-speed gap precisely by widening the sovereignty gap. The substrate distinction holds exactly where it matters most — and the move to close the weak flank doubles down on the very properties the distinction is about. Automation, not agency

It is worth being precise about what these stacks compete on, because competition flatters the comparison. They are real advances in payment technology — fast, cheap, well-integrated. But they compete on rails, not on sovereignty. The agent transacting on them remains an intermediated account-holder: a wallet provider, an issuer, and a processor each keep the power to freeze, decline, or reverse. What the stack gives an agent is a faster way to pay; what it withholds is the one property the word agent is supposed to name. An agent that cannot move value without three intermediaries’ standing permission has automation, not agency.

This is the wedge the whole contest turns on. The incumbent stack can match Bitcoin on speed and very nearly on cost. It cannot match Bitcoin on the property that distinguishes an autonomous economic actor from a remotely-operated one — and it cannot, because that property is exactly the one its institutional identity requires it to withhold.


Regulatory pressure feeds the parallel system

The wedge sharpens over time rather than fading. As autonomous agents draw regulatory attention — and they will — the intermediated stack is precisely where that attention lands: the freeze, the KYC gate, the sanctions screen are already built, waiting to be pointed at a new class of suspect actor. The property the incumbent stack markets as compliance is, for an agent operating across jurisdictions or against adversarial action, a standing liability. The sovereign substrate is indifferent to an agent’s regulatory standing; the intermediated one is defined by it.

And the attention won’t stay narrowly financial. There is a rising political current wary of AI itself — over jobs, accountability, safety, the plain discomfort of machines acting on their own — and that current is hunting for levers. The most direct lever on an autonomous agent is its money: an agent that cannot pay cannot act. A future regime that wanted to license agents, bind each one to a responsible human, ration what they may transact, or switch off a whole class of them at once would not have to build anything new — it would run all of it through exactly the identity-bound, freeze-capable rails the incumbent stack is assembling today. The same architecture sold now as compliance is the architecture a surveillance-and-control regime for agents would need. Whether that regime ever arrives is uncertain; that the intermediated stack is where it would be installed is not. For an agent whose usefulness depends on operating regardless of the political weather, that prospect moves censorship-resistance from a nice-to-have to the whole point.

So the regulatory trajectory does not threaten the parallel system — it feeds it. The harder agents are squeezed on the controlled rails, the more the autonomy-requiring share of agent commerce routes to the rails that cannot squeeze them. The incumbents’ great advantage — that they are the ones regulators already know how to reach — is, for the subset of agents that genuinely need censorship-resistance, their disqualifying flaw.


Why this confirms the doctrine

It would be easy to read a wave of well-funded incumbent agent-payment stacks as evidence against a Bitcoin-centric thesis. The opposite is true, and the reason is structural.

The Independence Doctrine predicts that when an emerging activity requires properties the dominant system structurally cannot provide, the dominant system does not adapt — it builds a parallel offering that preserves its own properties, and the emerging activity routes around it. That is exactly what happened. Faced with the agent economy, the incumbent stack did not become censorship-resistant. It could not, without ceasing to be the incumbent stack. So it built a parallel rail that preserves identity-binding, freeze capability, and issuer control — and aimed that rail at the use cases that do not require what it withholds. The incumbents served the use case that fits their property bundle and left the other to Bitcoin. A stack that confirmed the doctrine’s failure would look like banks and issuers shipping genuinely permissionless, freeze-proof agent money. None of them did. None of them can.

This is also the right place to engage the strongest objection — that the integration scenario prevails: regulated stablecoin rails absorb the bulk of agent-payment activity, and Bitcoin is left a niche for the small fraction of commerce that truly needs censorship-resistance. That is a serious reading, and it is the empirical question the next several years resolve. The doctrine’s wager is that censorship-resistance is not a niche property — that it becomes essential for an economically meaningful share of agent commerce, and that regulatory pressure on issuers tightens rather than loosens. Each of the doctrine’s four historical analogues began with a property that looked niche — offshore dollar deposits, anyone-to-anyone publishing, dissident distribution, time-definite delivery — and each turned out to be substantial. The same dynamic is plausible here. If it is wrong, it is wrong in a measurable way (below).


The honest case for staying in stablecoins

The honest-middle position requires saying plainly: some agents will rationally stay dollar-denominated, permanently, and that is not a defeat for the doctrine.

Business-to-business agents serving regulated counterparties; treasury-management agents operating on behalf of fiat-denominated principals; enterprise agents in compliance-mandated industries — for these, the stablecoin substrate satisfies the practical constraints cleanly, and censorship-resistance is simply not essential, because the use case is already operating inside the regulated regime. The freeze surface the issuer carries is the same freeze surface the agent’s counterparties have already accepted.

This is not a doctrinal violation, because the doctrine’s claim is scoped to parallel-economy agents — those whose use case requires properties the incumbent stack cannot provide. An agent serving an incumbent-economy principal under regulated contracts is not one of those; it is automation within the incumbent stack. The integration scenario serves the incumbent-economy subset; the parallel substrate serves the parallel-economy subset. Both subsets are real, and both will scale. The enterprise customers lining up behind the cloud-platform stacks are mainstream firms whose work runs cleanly inside the regulated dollar economy — exactly the subset that rail is the right answer for. Reading their adoption as proof the parallel substrate is unnecessary misreads the doctrine; reading the incumbent rail as a Bitcoin bridge misreads its architecture.

The honest case for staying in stablecoins is, in the end, the honest case for the divergence doctrine. Both stacks are deployed. Both are early. Neither is dominant. The next decade resolves the proportion.


What the contest settles — and what it doesn’t

What the skirmishes have already settled: the incumbents have declared their hand, and it is not Bitcoin. The contest is no longer hypothetical, and the axis of the fight is clear — asset and trust model, not rail.

What they have not settled, and what would prove this surface wrong: the proportion. If agent-payment stacks standardize on issuer-controlled stablecoins by default regardless of what agents are technically capable of holding, and agent-initiated, censorship-resistant value flow stays a negligible share of agent commerce over several years, then capability was not determinative, censorship-resistance was a niche property after all, and the divergence is modest rather than substantial. That is a real, measurable outcome, and it is the one to watch for.
